Who gives you the azure flute/heavens pipe and were are they? And when do you get it?

Nobody give you the flute, you can only get in a Poke event, but there is a Action Replay code to get the flute, you get when you have a AR and the Code active, you press L&R and go to a any Poke Mart and talk to the person in a blue hat

First, go to jubilife city. Go to the 3rd floor, go down and talk to man who gives a survey. For the first question, put in everybody happy. For the 2nd, wifi connection. If you go to the title screen, the should be a selection called something like receive gift. I'm not entirely sure of what it's called, because my game got corrupted. Then wait until a local toys are us or target store advertises something like "GET ARCEUS NOW AT YOUR LOCAL STORE " it sounds simple, but it's not. You go to the download station, and in your ds, go to the recieve gift section. Do whatever it says, and go to canalave city, or the city left of jubilife. Go in the store, and there should be a man in a green suit. He gives you the flute. Go to where you got dialga/palkia. When you get there, play the flute and a stair way appears. Save BEFORE you get on the stairway, because you automatically go up and cannot save there. Fight the pokemon(arceus) and capture it. Hope this helps!

You don't get the Azure flute until an event happens for the pokemon. Or you use an action replay.

It is a Pokemon event. Go to the Pokemart and talk to the green man. He'll give you the Azure Flute. Then go to Mt Coronet and go to Spear Pillar and go straight and at any moment Arceus will appear!
