what to do?

I can't beat the elite 4 with this team what should I add and/or what moves should I change?

Empoleon lvl 54 rampardos lvl 50 staraptor lvl 51 vespiquen lvl 54
Flash cannon zen headbutt aerial ace attack order
Surf strength brave bird power gem
Drill peck brick break close combat aerial ace
Grass knot rock slide roost defend order

Also where can I find hippopotas?

If you boost them up about 5-10 levels, and add a fire and an electric type, you should be good to go! I'd say that your moves are okay, too.

I agree with Nintendo dude, A fire type (Rapidash is the only other one in Diamond) and a good electric like Luxray or Raichu would be good, Luxray would be better cause it learns crunch, but another choice would be a garchomp or Gengar if you can get them (although they aren't fire/electric) but solid choices. And you can find hippopotas in Maniac Tunnel
Maniac tunnel is below veilstone city up on the rocks. If you haven't caught any unknown yet, you will need to catch about 10 or so different shapes of it to turn it into Maniac Tunnel (right now it would just be maniac cave) They can be found in the Solaceon Ruins. *Catch all Unknown and you can go to the end of Maniac Tunnel to find an exit that houses two more shapes of unknown!*
