Is there a way to get turtwig and piplop after the begining of the game with out action replay?

You would have to trade them from a friend who has them or over wi-fi. Otherwise you can't get them through the natural game events.

Without using a cheating devise, there's a couple ways to be able to get those Pokemon.
1) From a friend, and
2) Over WiFi

Get Two games and start with piplup on one and turtwig on the other and then trade one of them over to the other game. Or you could get one from wi-fi in jubilife city
