Pichu doesn't actually evolve at a certain level but only when it has a high level of happiness.

Pichu is a Pokemon that evolves when it is happy so it could evolve at any level. But if you want it to evolve just make it happy keep it in you're party and feed it poffins.

Pichu is a baby Pokemon, so he doesn't evolve at a certain level. Instead, he evolves when his friendship is strong. To get strong friendship, you can:
1. Give him lots of different items to hold
2. Use it in battle a lot(NO EXP. SHARE OR RARE CANDIES)
3. Give him poffins
4. Give him berries that raise friendship, but lower stats
