National Pokedex
Alright I need to know if you have to have both Palkia and Dialga to complete the national pokedex. And if so is there any way to see Palkia without somehow getting it from Pearl? And also if no then how do you get it from Pearl to Diamond?

You don't need to 'have' Palkia, just to see it. There are instructions on what to do in the game, or in the numerous walkthroughs on this website.
But basically, I can't remember exactly what happens but I think this opportunity to see Pialka comes after you have beaten the Elite 4, you get to see a picture of it at someone's house.

Once you beat the Pokemon league and go find the lady that talked to you at the ruins before and she will show you a picture of palkia and then palkia will be on your pokedex.

After you beat the elite four you can go see the champions mother or grandma what ever she was and she will tell you about a book she found and then a picture of palkia will come up on the screen like Cresselia and Mesprit
Ps. You go into the middle house up north in Celestic Town
