The azure flute can only be obtained through an action replay or game shark.

The only way to obtaine in any country other than japan's event for it is cheating.

To obtain the Azure Flute, you must use the Arceus Event Action Replay code.

The only way is to get the nintendo event or AR cheat. P.S. There was cheat on this site to get get an electrivire holding an azure flute.

I believe you either get it throught Nintendo Events.
You can also receive it through action replay codes, which we might have a code for on this site.
