Well, Riolu evolves by being happy in the daytime, and making a Pokemon happy isn't easy, but here are some things, to make it happy faster:
1. Feed it Poffins, that it likes
2. Give it an Item to hold, mostly a soothe bell, because it raises it's happiness easier
3. And finally, battle with it a lot

Riolu evolves by happiness in the daytime. It's not that easy to make Pokemon happy. To increase it's happiness faster you can:
1) Feed it Poffins
2) Give it freindship increasing items, most recommended is the Soothe Bell.
3) Battle with it alot.

To make him evolve you have to get him to love you alot to where you check it he has 2 big hearts, then level him up but it will only work during the day

Make it happy.to do this you can feed it poffins, give it an item such as a soothe bell, and battle with it alot. To check your friendship level. Use the friendship checker poketch app.

Ok my answer is true because well I did it so Riolu will only evolve into Lucario if it is happy with you and it levels up in the day time.
