Its in Canalave City, you can get to Canalave City, by leaving Jubilife through the left exit, and Surfing over to Route 218, going through the entrance, then your there. Also, don't forget to stop off at the liberary. Hope this Helps you!!!

The 6th Gym Leader is in Canalave City. You must have the HM Surf to be able to get to him. Go to Jubilife City once recieved it, and leave Jubilive City through the left exit, where you go into Route 218. Surf past the body of water you see, and you will be in Canalave City, where you can battle the 6th Gym Leader.
