2 ways you can do this:
1 way is to use an AR or gameshark
Another way if you don't wanna cheat is to migrate caught regi's from R/S/E and you can get the 4th Regi- regigigas in snowpoint city in the cave behind the person who's blockin it (it comes availible after you done the leauge I think)
