Only migration from Ruby, Saphhire, or Emerald will get you those. Or, you can cheat and use an AR.

In order to find it you have to either migrate or cheat to get them into this game.

Without hacking, you must, I repeat, MUST migrate from an earlier GBA game, or by trading with someone that's done so.

2 ways you can do this:
1 way is to use an AR or gameshark
Another way if you don't wanna cheat is to migrate caught regi's from R/S/E and you can get the 4th Regi- regigigas in snowpoint city in the cave behind the person who's blockin it (it comes availible after you done the leauge I think)
