Do you mean Iron Mountain? You go to the boat at Canalave city and the guy lets you go there on his boat.

There's no such place called "Hard Mountain". But, I'm sure you're meaning Stark Mountain. You first must beat the Elite 4. Then, you'll be able to take the ship you've most likely seen south of Snowpoint City. That will take you too the Battle Area. Now, obtain the National Pokedex. You will then be able to head north. Once you hit the Survival Area, continue heading north. Sooner or later, you'll hit your destination, Stark Mountain.

Theirs no hard mountain but theres iron mountain. You have to talk to this sailor next to the ship and then he will take you to iron mountain.
