If it's on Diamond,you must find Cynthia's grandmother in Celestic Town. If it's Pearl,at Spear Pillar.

You cannot catch Palkia anywhere in Diamond. If you needs it's pokedex entry, talk to Cynthia's Grandmother in Celestic Town. But, if you're playing Pearl (and happen to post this question in the wrong place), go to the top of Spear Pillar.
