You can't. Doesn't exist. If you mean a bad egg, you don't really want one, it's a glitch and destroys your game file.

The only way you can get a Celebi is by hacking, or by trading with someone who's done so. But if you mean Manaphy's egg, you have to migrate it from Pokemon Ranger to Diamond or Pearl. You obtain the Manaphy egg when you complete the Manaphy mission on Pokemon Ranger.
