You will obtain the National Pokedex after obtaining every Pokemon from the sinnoh region.

Sugjestion1 :you get it if you beat the elete four and then see every Pokemon in sinnoh.
Sugjestion2 :or you could buy action replay and use a cheat.

You are able to get the National Pokedex when you see every Pokemon in the Sinnoh Pokedex. When done so, go and talk to Prof. Rowan. He will upgrade your Pokedex from Sinnoh to National.

2.get your SEEN(NOT own,but own is ok) number to 149
