You first have to beat the Elite Four. Then you have to get the National Pokedex. When you do both, the man that's blocking an entrace to another part of the cave in Victory Road will be gone. Take that path are you will sooner or later be in Route 224.

Ok, first, you must have already obtained the National Pokedex, second, the man will be gone, and you can go through the opening to Route 224.

Get the National Pokedex. This will allow you to go through to Route 224, as the guy blocking the path will be gone.
