It is a hm you get it on the path to snowpoint theres a house with a hiker who says he lost it it should be right outside of the house somewhere

Well the rock climb move you are talking is a HM. This HM can be located route 217. I hoped this helped. If you aren't sure where abouts in route 217 it's behind the house in the snow.

You can find it in the route that has the intense blizzard that you had to use to get to Snowpoint City. There's a house somewhere on that route that the HM for Rock Climb is located behind and to the right of the house.
