The only way you could steal one is to have a action replay otherwise you can't do that.action replays are sold aw walmart gamestop circuit city target for around 30 dollars. Hope this helps

I thought you would have figured out when you first threw a pokeball at a trainers Pokemon that you can't steal a pokemon... But since you clearly have not, I will tell you. You cannot steal (catch) another trainers Pokemon, do they steal yours?
This is subject to potential change if you are in possession of an action replay, but I really doubt you are. You cant! Thats all, thats it.

In pkemon crystal there is a glitch that lets you catch all the Elite 4's Pokemon with master balls. But they would have fixed that by now so Srry.
