You can't get Mew in diamond or pearl without transfering it.

Mew has not been released in the US exept in Pokemon ranger. You can only get him by using an AR.

You cannot find Mew in the wild. You must migrate from a previous game, or by using an AR cheat.

Mew insn't in the wildernes of diamond or pearl. You need to migrate him from a previous game, use an AR code or get him through a Nintedo Event.

You can use a cheat, try what sailum1 said, or you'll have to migrate it from another game whch to get it on there you'll have to cheat or go to nintendo event which it's too late now for that.
