I once saw this guy he said he knows languages I was wondering where he is can any one tell me pls I tought he might translate Pokemon names or something but I still wana know where he is even if he soesnt thanks :P

You can find that man somewhere in a house on route 230. You first get a german Magikarp.

Well the guy that you are talking about is at route 230 on an island around the water part. Also after you talk to him or do what he asks you to do, You will be able to trade more people around the world on GTS. I hoped that helped.
