The best move is dark pulse the best item is leftovers it gives you health back

Umbreon is a defensive Pokemon so dark pulse strong as it may be wont do much damage try moves like toxic, confuse ray, moonlight, and substitute have it hold leftovers

Try teaching umbreon a powerful move,cause it's mostly a defensive Pokemon like for instance hyper beam or maybe dig.leftovers or blackglasses and maybe shell bell are good for umbreon
