I would check the pokedex, and if the "seen" number is 149 exactly, then fly to Celestic Town and talk to the Elder. If it's 148 or less, you have a lot more work to do. I recommend checking the Supercheats Pokedex to help you track down the remaining Pokemon. If you had an Action Replay DS, However, you could use a cheat to complete the 'Dex.

All you have to do is get the National Pokedex. Once you get it, you will be able to pass those people.

You have to see all of the sinnoh region Pokemon, not including manaphy
