It isn't gender. It is the pokemon. You need to get a cascoon and evolve it. If you had a silcoon, then you would get a beautifly.

There really isn't a specific gender to get a Dustox. All you have to do is get your Wurmple to evolve into a Cascoon. Then, make Cascoon evolve. It will evolve into your wanted Dustox. But, if your Wurmple evolves into a Silcoon, it will evolve into Beautifly.

Just evolve Wurmple until you get lucky...It worked for me.
