U need to put the odd keystone in the Hallowed Tower in route 208. Then you need to go underground and greet 32 people adn then go back up and click on the Halloowed Tower and you should see spiritbomb and if you want to make sure save 1st.

To get the Odd Keystone, Just go to the left of Hearthome city and there should be a man hiding around some trees. You will get it when you talk to him.
