You have to go to Solaceon City. Go south from there then you see a tower to the right, go to the 5th floor and you shall see a old lady waiting to give you the HM04 Strength. I hoped this helped you out heaps.

Get town map GO to route 10 look for a big tower with a guy in front of it go inside and go to the fifth floor and talk to the old people
