Does anyone know where the precise location, or a close enough location of a Razor Claw, because I want to evolve my Sneasel.

You cam get a razor claw if you catch a wild sneasel holding one or buy it for 48 points at the battle tower

Ok the location of the item Razor Claw is at Victory Road first floor not sure exactly where but I am very certain that you will find it in Victory Road. I hoped that helped.
