WHat is the lowset level that I can catch a Tagela at in Pokemon Diamond/Pearl?

If you are talking about Tangela then you cannot. Their is no way to catch it in Diamond or Pearl, it along with Tropius are the only Pokemon for the previous three generations that are not Legendaries or starters yet cannot be caught in the game. You must get one from Fire Red or Leaf Green.

There is no way to find Tangela in the wild without cheating. You can only find them in the wild on FireRed and LeafGreen. When you have a Tangela on one of those games, transfer them to your Diamond via Pal Park.

You can't "catch" tangela in d/p, you have to migrate or transfer from ranch.
