After you beat pastoria (or before it for that matter) go to lake valor (i think) lakefront and Cynthia will give you the medicine

FIRST BEAT pastrioa gym then down from the footsteps house then make a right or left (depending) then there is going to be a team glactic man talk to him you battle him then he leaves but FOLLOW HIM he is heading to lake valor Cynthia is going to be there she is going to give you something called the secret postion then go to the psyducks and talk to them then it's going to ask if you want to use it say yes and volla
