Capture it in either Ruby, Sapphire, or Emerald and then transfer it to your Diamond game via Pal Park. Registeel is not directly obtainable in Diamond or Pearl.

You can get it in r/s/e and transfer it but there is a new game coming out that is featuring giratina lv 47 instead of dialga lv 47 or palkia lv 47 that is supposed to have all the regi's and a new form of giratina and shaymin I think it is coming out in fall for japan and either late or early spring for us not sure when it is coming out for other countries
