A fisherman in the Northwest part of the Fight Area will give it to you. It is only obtainable after you deafet the Elite Four and take the ferry to the Battle Area.

There is a person in the northernmost part of the Fight Area. They will give it to you. You can get to the Fight Area after beating the Elite Four. Go to the person by a boat south of Snowpoint City. You may have seen this person before. You will not be able to get to the man that gives you the super rod just yet. You now have to get the National Pokedex from Prof. Oak. You have to see (not catch) all the Pokemon in the Sinnoh Pokedex to be able to obtain the National Pokedex. Once done so, you will be able to get the Super Rod from that guy north of the Fight Area.
