He is not only an Hm deleter but also a Move deleter, you can find him on the second house on the left of the entrance to Canalave City. You'll find him in no time.

Fly to Canalave. Below the Pokemon center are 2 blue roofed houses, one of them contains an old man. Talk to him and he will delete any move one of your Pokemon knows. You can go to him many times a day.

The move deleter you want to find is in Canalave City, he is in the house underneath the Pokemon Center, to the left. He can also delete other moves, not just HM's.

He's actually called the Move Deleter. You can find him in Canalave City. Look for a blue roofed building; You will see two. The one the Move Deleter is located in is in the one right below the Pokemon Center.

Go to Canalave City once you are there, go south and go to the blue roofed building and talk to the move deleter. I hoped this helped.
