Just wonderin if theres a trainer in the game of Pokemon diamond who has anyone of the starters like cyndaquil tododile or chikorita...if so could ya tell me where....thanks

There are trainers that have the Johto Starters,They are in the battle tower.They will not get added to your pokedex though.The trainers Pokemon appear Randomly.

None that you can get the pokedex entry from, to get the entries you must transfer from generation III or trade for the Johto starters. There are various ways to get the Johto starters in generation III which can be discovered with a simple google search.
