Well, here is my view on it. The dragon Pokemon, Salamence, is a massive Pokemon. I think that if you EV trained your Salamence to have a high attack stat, then you could deliver some massive damage to a Pokemon during a Pokemon battle. It would also be good if you raised his attack some as well. Just because he would be really strong doesn't mean that he has to be really slow as well. But, that is just my view on it, in the end, you will have your own decision no matter what anyone wants you to do. Hope this helps.
