I can't find a single pikachu holding a light ball . Or a pikachu for .Sombody help !!!

You can really only find wild pikachus in the trophy garden. They are supposed to hold a light ball 5% of the time. I suggest using a Pokemon that has the move theif or covet to steal the light ball rather then catch a million pikachus only to see that none of them hold a light ball.
Yes, like David_Banner has said above me, the only place where you can find wild Pikachus to battle or capture is in the Trophy Garden behind the Pokemon Mansion. After you complete the Sinnoh Pokedex, head back to the lab in Sandgem Town and talk to Professor Rowan in order to receive the National Pokedex. From now on, in the Pokemon Mansion's back yard garden, a different rare Pokemon will show up each day. All you have to do is talk to the owner of the mansion and he will tell you what rare Pokemon you can find outside on that day. Whenever he says there are Pikachu in the Back yard, you can go and catch some. If they hold a Lightball, then get it and put the Pikachu in the daycare. If not, then keep searching.

Also if you have beaten the game catch a Banette with the Frisk ability in Rt 225,226,227 or outside of stark mountain.you can all teach it TM46 thief which you get in eterna city.Frisk tells you what item they are holding if any and you use thief to take the held item.This really helped me.
