If you really want the Dowsing Machine Poketech application, then you can find it on Route 207. In order to get there though, you will have to go passed Eterna City, and there are several important things that you need to do first. The first thing that you must do is defeat the Eterna City gym leader, she should not be too hard if you have a fire Pokemon with you. After you defeat the Gym Leader you should now be able to use cut outside of battle. If you have cut, then go cut down the bush in front of the Team Galactic building there and go inside to rescue the bike manager. After you rescue him go into the store and receive your bike from him as a gift. After you get the bike, head back to Route 207 and talk to Professor Rowan's assistant.
