Alright, I will try and help you out with both of your problems. I can't exactly call them questions since there is no Question mark can I? If you want to find a Togepi, you must first defeat the Elite Four and their champion. After you have done that you will then need to look all throughout the Sinnoh Region until you see all 150 Pokemon and complete the Sinnoh Pokedex. After you complete the Sinnoh Pokedex go back to the lab in Sandgem town and talk to Professor Rowan. He will give you a Pokeradar, and the National Pokedex as a reward. After you receive your two items go to Route 230 and then use your Pokeradar. There is a slight chance that you will encounter a Togepi. You cannot capture the legendary Pokemon Darkrai normally. You must either go to a Nintendo event, or you will need to cheat to get him.

You go to route 230 for a togepi.

OK use the pokeradar at route 230 first use a max repel so when you use the pokeradar other wild Pokemon wont apear.
