In order to get the HM containing the Strength you will have to find a tower that is located just south of Solaceon Town. The name of this tower is the Lost Tower. Once you see a tower called the Lost Tower, you will need to head inside of the tower so that you can go exploring. Battle your way through the tower and see if you can make it to the Last floor. Upon your arrival on the top floor of the Lost Tower, you should see two elderly women stand there. Talk to the old woman on the left and as a gift for making it up the tower, she will hand the HM containing Strength over to you. If you have the correct badge, you will be able to move boulders.
