You get it from the trophee garden or fromm bebe after you beat the elite four

If YOU beat elite four and cynthia talk to bebe in hearthome city and she will give you an evee if you hav 1 space for Pokemon (not including P.C.)

There is one easy way to get an Eevee after you beat the Elite four head to Hearthome city and there is a house with only one girl in it named Bebe and she gives you an Eevee

There really is no quickest way for you to get an Eevee, sorry. I know of three different ways that you can acquire an Eevee, and two of them can take a long time to do. One of the ways that you can get an Eevee is go into Hearthome City after you have beaten the Elite Four, and obtained the National Pokedex by talking to Professor Rowan after you have seen all 150 Pokemon in the Sinnoh Pokedex. Anyway, go into Hearthome City after you have completed those two tasks, and then find a house belonging to a woman named Bebe. She will give you an Eevee. Another way to get an Eevee is to head to the Pokemon Mansion after you have obtained the National Pokedex. Talk to the owner of the mansion, and if he says Eevee's are in his back yard, ten go catch some. The last way for you to get an Eevee is to trade Pokemon with someone who already has an Eevee, and is willing to trade with you.
