Well, although in any normal case I would not reveal parts of the storyline, you have asked and so you shall receive. To answer your first question, I would highly recommend that you level up all of your Party Pokemon until they are either on level Fifty-Five, or something higher. If you really want to increase your chances of winning against an opponent and defeating the Elite Four, then I suggest that you level all of your Pokemon up to level Sixty. To answer your second question, no you do not fight your rival/friend at the end of the Elite Four challenge. He is not the Champion, someone else is. You can find your friend resting on the battle Island that you can go to only after you defeat the Elite Four. He will be a lot stronger and harder to beat.
Hope this helps.
You should level them up to level 62 or higher and your rival is not at the end
Somebody else is
Have at least four Pokemon at or above level sixty. Also, make sure you have a wide range of Pokemon types as you will face many different Pokemon with many different weaknesses. You rival isn't the champion, someone named Cynthia is but you do fight your rival just befroe you go into the elite four but there is should be pretty easy to defeat. Also, when you fight the elite four make sure you are well stocked on Full Restores, Hyper or Max potions, Elixars, and Max Revives so you can easily counter devasting losses to your team.
