Yes, you have looked all over the Sinnoh Region for the fossil, but have you tried looking in the Sinnoh Underground for the fossil? If you have not, then I suggest that you start looking for your fossil there since that is where I myself, and countless other Pokemon players have found any fossils that we were searching for. All that you have to do is press your finger on the bottom screen of the Nintendo DS, and then if you see any yellow lights in the walls of the underground, dig there. If you do dig there, you might find such things as evolutionary stones, heart scales, and even your precious fossil. After you have gotten your fossil, I imagine that you will want to revive the Pokemon. Head to Oreburgh City in order to get your fossil revived back into a Pokemon. More specifically, talk to one of the scientists in the Rock Museum to get your fossil revived.
Hope this helps.
