You have to transfer it from either Fire Red, Leaf Green, or Emerald into pal park and get it there, you can only get a legit Deoxys for Generation III games if you go to a special Nintendo event, and no other way execpt with an Action Replay.

Well, let me put this the best way that I possibly can. If you are looking for Deoxys on Pokemon diamond without using the Action Replay device, then you cannot find him. Deoxys is not Pokemon Diamond nor is he on Pokemon Pearl normally. If you want to obtain a Deoxys on either one of the Pokemon games then you will have to either use a cheat code such as an Action Replay or a Gameshark, or you can play the old Pokemon games. You can obtain a Deoxys on Pokemon Fire Red, Pokemon Emerald, and Pokemon Leaf Green but only if you again, use a cheating device, or get one through an event. Get your Deoxys and then trade it over to your file on Pokemon Diamond if you are far enough in the game that you can actually migrate Pokemon. So, to sum it up, you cannot find Deoxys with out using the Action Replay. Hope this helps.

Update: Gamestops across the country will be giving away Deoxyses from June 20-22 an June 27-29. Turns out you can get a legit Deoxys for Diamond or Pearl without transfering it from generation III or using an Action Replay.

There is a Nintendo Event coming up at your local Gamstop that are giving away Deoxys for PKMN DP from June20th to June27th (only on the weekends). They said (on they're flyer) to call your local Gamestop to make sure they're participating in the event.
