Well there are various move tutors throughout the game who teach random moves. But ill assume you are talking about the main one that can teach any move a Pokemon had previously learned. And do so in exchange for a heart scale. He is in pastoria city, his house is the closest house to the fat guy who says he is standing right in the middle of town.

You can find the move tutor residing in his home in Pastoria City. After you enter Pastoria City, you need to look for a house built near the lake, and that same house will have a big man standing outside of the move tutor's home. If you talk to the big man standing outside the house, he will say right where he is standing, is the heart, or the middle of the town. Go inside the house, and you should see yet another big man that you need to talk to. Talk to him and this person will reveal that he is the move tutor that you have been looking for. He will teach your Pokemon a move that they have not learned, or have forgotten previously, but only if you have a Heart scale to share with him. You can find Heartscales in the Sinnoh Underground.

You can find the Move Tutor in Pastoria City. The building he's located is where that guy that says that he's standing in the very middle of town. The move tutor allows Pokemon to learn past moves that have been replaced or completely skipped. There will be another fat man in that building. Talk to him and one of your Pokemon will learn a past move. You have to repay him with a Heart Scale; which can be found in the Sinnoh Underground.
