In order to get to Suntshore, you must first have Seven badges, and you must have obtained the Legendary Pokemon, Dialga. Go to the Three great lakes where Team Galactic has people there messing around, and defeat every Galactic grunt and member there. After you clear out the Three great lakes, go to the Team Galactic headquarters in Veilstone City. Infiltrate the the enemy's base, and take out all the leaders and Team Galactic members that you see. After you do this, head into Mount. Coronet via the entrance west of Hearthome City. Make your way to the top of the mountain where you will then face all the Team Galactic leaders. Defeat them and then catch Dialga. You can now go to Sunyshore City. Yes, there is a Gym in Sunyshore City. The Gym leader's name is Volkner, and he uses Pokemon of the Electric type. Be sure to bring a ground Pokemon, or a Pokemon that knows a ground move. In order to obtain the HM Surf from the old lady in Celestic Town, you need to go there first, and get rid of the Team Galactic member who threatens to blow up the town with a bomb. After you defeat him talk to the old women. Hope this helps.
