I need my pickachu to learn surf I know it's possible but I need a gamecube or something but is there another way?

First and foremost I think you have a confusion of terms... Do you really need your pikachu to to learn surf. I don't think so, I think there are many, many other easily obtainable Pokemon who are capable of learning surf. So you meant to say I want my pikachu to learn surf.
Anyway, yes it can learn it but you have to beat the game of Pokemon battle revolution, which does not require a gamecube... But requires a wii system. You will basically get given a pikachu with volt tackle and surf among other moves.

You could buy an Action Replay for around $20.00-$30.00, then use a code to let it learn any move with any pokemon.

Either you can get a pikachu that surfs by buying Pokeomn Battle Revolution for Wii and transferring the "secret gift" or something like that that you can buy, or you can buy an Action Replay and get a code where all Pokemon can learn all TMs and HMs

Why on earth would you need a Nintendo Gamecube? As far as I can remember, it does not, and cannot connect with the Nintendo DS in any way. Also, it is like David_Banner said, you do not need your Pikachu to learn surf, you just want him to. I know at some Nintendo Events, if they are feeling generous, they will give out surfing Pikachus' that are around level Seventy or so. I doubt that they will be doing this at any event any time soon though. You can easily catch a lot of Water Pokemon in the game that will want, and need to learn the move Surf. So why not just use one of them?
