I don't think you can catch tangela in diamond/pearl. You probably have to cheat or migrate form leafgreen/firered.

Unfortunately, you cannot see a Tangela, or find a trainer who has a Tangela anywhere in the game. If you want to add the Pokemon Tangela to your national Pokedex, then you will have to migrate Tangela from an earlier Pokemon game such as Pokemon fire red, or Pokemon Leaf Green. Apart from cheating to get a Tangela by using an Action Replay DS, this is the only way to get a Tangela on your game. So, I hope you have one of the earlier Pokemon games.

Tangela isn't needed to complete the Sinnoh Dex. #114 in the Sinnoh Dex is Unown, which can easily be found in the Solaceon Town ruins.
