Yeah, I can tell you where you can catch a Dratini at. First, you need to double check and see that you have the Super Rod. If you do not have the Super Rod then you need to get it by beating the Elite Four. After you beat the Elite Four, ride the ferry from Snowpoint City to the Battle Island. Once you arrive on the island, head into the fight area and search all of the houses until you find the one with the Fisherman inside. Talk to him to receive the Super Rod. After you receive the Super Rod then head over to Mount Coronet. I am not exactly sure where it is at, but there is a waterfall there, that if you fish under it, you can get a Dratini. Also, you can get several other rare Pokemon there now. Hope this helps.
