Ok here is the guide to the next badge
Go to Pastoria city and at the great marsh entrance, you will find a galactic grunt, talk to him and he will run off to the right, follow him and when you talk to him he runs off again and then you will be in a battle with your friend from twinleaf town. After the battle enter the area to your right and find the grunt, he will eventually lead you to a hotel. Then you pass the hotel find his again and he will run off for the last time, find him again and you will battle him and he has a glawmeow. After the battle head up and you will find Cynthia. Talk to her and she will give you the secret potion. Now head to solaceon town where the pyducks are and use the secret potion, the will leave and you can enter the area leading you to celestic town, also when you get here you will need tm5 defog which you cna find inside the great marsh.

When yuo get to celestic town you will find someone in the middle of town about to blow it up, you battle him and defeat him and all is fine, you then go inside the ruins north of where you fought the guy and read the inscription at the end of the cave. Now you can get the hearthome badge.

Have you completed the Pastoria City events in the storyline? Because if you have not, then that would explain why you cannot fight Fontina, or see her anywhere in Hearthome City. What you need to do is head off to Pastoria City, and look for a Team Galactic Grunt that should be standing near the entrance to the Great Marsh. Ignore him for now, and go inside the Great Marsh. Talk to a guy in a green jacket to the receive HM containing the move Defog. Now, leave the Great Marsh and battle the Galactic grunt to start a game of cat and mouse. After you beat him, follow him and fight him again when you see him. Continue doing this and you should eventually come to the Lakeside Resort/Hotel. Go north of the hotel and you will run into Cynthia, who will give you a key item called the Secret Potion. After you obtain the secret Potion leave Pastoria City, and back past Hearthome City till you arrive in Solaceon Town. Now, go north and you should come to a small bar where they sell milk. To the left of that bar will be about Three, or Four psyducks. If you use the potion on them, they will move. Follow that path and use the HM Defog whenever you need to clear the area so that you can see. Proceed along the path and you should come into Celestic Town from the east side. Walk into the middle of town and you will see another Team Galactic member causing trouble by threatening to blow up this boring town with a bomb. Quickly beat him and then go inside the cave. After you look around in there, talk a an old woman who turns out to be Cynthia's Grandmother. She will give you the HM containing Surf. Now go to Heart Home City, and go into the big circular building. As you are walking in, you should see a woman come up to talk to you. She will have dark Purple hair, that is the Gym Leader. You can now fight Fontina.

You have to celastial town before yo can battle the fifth gym leader and you need defog what you can get off a person in the great marsh

I think you must enter one of your Pokemon into a Hearthome city Pokemon Contest. This should be found as the largest building in the back of the city.
