By that person, you mean the Red haired boy, Buck? Well, you are supposed to chase him and talk to him so that he will put the stone back in it's rightful place. Here is a more detailed explanation of what you are supposed to do. After talknig to Buck in Stark Mountain, leave the mountain and head West till you reach the Survival Area. Once there, search all of the houses on the bottom section till you find a house with the Old Man, and Buck inside of it. Talk to them both, and then Buck should leave to go back into the Mountain. Now then, go back into Stark Mountain, and back to the room where you found the Magma stone. Buck will be outside the room. Go inside and battle the legendary Pokemon, Heatran.

Well seems Buck has already taken the stone. That means you then to go to his house which is left of the Pokemon center in survival area. Then buck will go take the magma stone back to the place. Once you go back to the place where buck stole the magma stone. Then Heatran will appear and wants to battle you. Remember this Pokemon is a legendary Pokemon so which means you need to stock up on heaps on dusk ball or ultra balls, and save it before you verse heatran. I hope this helps.
