Rock Climb is in the blizzard route 217 behind the first house you find. After getting the Icicle Badge in Snowpoint City, you can then use Rock Climb.

You can find the HM rock climb in a blizzard just before you reach Snowpoint City. It is on route 217 I think, and it will be to the left of a house there. If you need a visual description of how to get there, just follow this instructional video. The link is below.

You will need Rock Climb to complete the game, and to get to several important places. Hope this helps.
