Well, I see that you are becoming really familiar to everyone by asking more questions. :D
You can find the Pal Park on Route 221. If you want to see the actual location of where Pal Park is located, then you will first need surf. If you have the surf, and the badge required to use it outside of battle, then head south of Sandgem Town till you reach that sandy area. Surf east of there, and soon enough you will come upon the area where the Pal Park is located. You can only go inside the building after you have obtained national Pokedex from Professional Rowan. If you have seen all 150 Pokemon in the Sinnoh Region, then talk to Professor Rowan to receive the National Pokedex. You can use the Pal Park to trade Pokemon, or migrate them to your file on Pokemon diamond. Hope this helps.
