How?

If you want a Pokemon to hatch with a move you have to use a TM or HM on one of the parents of that Pokemon the hatched Pokemon will know any TM or HM moves it's parents knew at the time the egg was made
I'm not sure about the masterballs sorry

You can get more master balls by win the jubilife lottery.
Those moves are called egg moves, for example if you breed a female Bagon with a male swampert that knows hydro pump, you can get a Bagon with hydro pump. So basically you have to breed two Pokemon, not a ditto.

Well, it is like Silverfox said. Just teach the TM to one of the parents, and there will be a chance of the Pokemon that hatches from the egg knowing the move. However, if you want to increase your chances of the new Pokemon learning a certain move then you should buy two of the same TM if possible, and teach the move to both parents. That way you will have double the chance. As for the winning more Masterballs thing from the Sinnoh Newspaper...you get a number of some sort, and if they draw it, or it matches there guess fully, you will get a Masterball. Another way to get Masterballs though, is to play the other games such as Pokemon Emerald, Pokemon Ruby, and Pokemon Sapphire, and get the Masterballs on those games. Then give the Masterball to a Pokemon to hold, and then simply transfer the Pokemon over to Pokemon Diamond.

For egg moves I think the best place to go to is seribii. Also, I have found that the female Pokemon will chose the type mof Pokemon and the male will chose the moveset eg: breed hitmonchan (m) with a machoke (f) then you will get a machop with hitmonchan's moves.

Masterballs:
For the first time ever cheating is good has misunderstood the question!!!

The newspaper is when you show the guy in Solacion town the Pokemon he askes for. The type of ball that he gives you is completly random with master ball being the least likely. But then again I just caught a shiny bedu so anything is possible.

Oh and one more thing

Although cheating is good misunderstood the question he is absolutly right. That lottery applies for the Jublife tv centre. Go there, get it right and you wil recieve a mb.

Poke-king is right for number 1. I also agree with poke-king's number 2. Master balls are least likely but then again after 50 times of doing it I got a master ball. I also got 20 shiny Pokemon without an action replay. I also found a glitch which works once in a while that makes all Pokemon shiny.

Give the parent the TM or HM you want for the baby or if one of the parents already knows the move you'll be fine.
