Most likely, you are trying to find the move deleter because you need to get rid of an annoying HM move that you taught to a special pokemon. Now you have a really kool TM that you want to teach it, but you do not want to get rid of any of it's other moves. Am I right? :P
In any case, you can find the Move Deleter for the Sinnoh Region in one of the first houses that you see as you enter Canalave City. When you enter Canalave City, search all the houses near the Pokemon Center. In one house there will be an old man who has Amnesia, that is the Move Deleter. Hope this helps.
